Charlotte, NC (AP) - Jimmy Jordan threw a 4-yard touchdown pass to Larry Brodsky midway through the fourth quarter and Baltimore failed on a two-point conversion with 5:42 left as Tampa Bay edged the Stars 28-26 in a USFL exhibition game in Charlotte, N.C.
